AI Industry Urges U.S. to Avoid Broad Restrictions on Open-Weight Models Amid China Debate
Major AI companies including Hugging Face, Meta, Microsoft, Mistral, and Nvidia are signing an open letter that urges U.S. policymakers to avoid imposing broad restrictions on open-weight AI models. The letter emerges as Washington debates how to respond to allegations that Chinese AI labs are stealing intellectual property and growing rapidly in capability. Reports indicate the Trump administration is considering banning Chinese open-weight models and potentially sanctioning AI companies from the country.
The industry letter does not mention China directly but discourages a total ban on Chinese models and warns against conflating legitimate development techniques like distillation with misappropriation. Distillation, which involves using one model's outputs to train another, is a widely used practice that reflects a long tradition of building upon existing technologies. The companies argue that unlawful efforts to extract value from closed models require targeted legal frameworks rather than sweeping restrictions on techniques that drive AI innovation.
Replit CEO Amjad Masad, whose company also signs the letter, notes that banning Chinese open models effectively amounts to banning open models in general. He points out that American AI labs regularly benefit from Chinese open-source releases, highlighting the interconnected nature of the ecosystem. The letter also pushes back against arguments that open-weight models are inherently dangerous, arguing that prohibiting open weights is the wrong response to cybersecurity risks.
