President Biden issues a landmark Executive Order to ensure that America leads the way in managing the risks and promises of artificial intelligence. The order establishes new standards for AI safety and security, protects Americans' privacy, advances equity and civil rights, and promotes innovation. It builds on previous actions that secured voluntary commitments from 15 leading companies to drive trustworthy AI development.
The directive mandates sweeping actions to protect Americans from potential AI risks, particularly those posed by the most powerful systems. Developers of foundation models that pose serious risks to national security, economic security, or public health must notify the federal government during training. Under the Defense Production Act, these companies are also required to share the results of all red-team safety tests before making their systems public.
Several federal agencies receive specific assignments to create and enforce these new safety protocols. The National Institute of Standards and Technology sets rigorous standards for extensive red-team testing, while the Department of Homeland Security applies these standards to critical infrastructure sectors and establishes an AI Safety and Security Board. Additionally, the Departments of Energy and Homeland Security address AI threats to critical infrastructure and evaluate chemical, biological, radiological, nuclear, and cybersecurity risks.
