CCIA Europe Urges EU to Avoid Asymmetric AI Rules Before Trilogue

CCIA Europe sends a letter to the Spanish Presidency and European Parliament negotiators ahead of the next trilogue on the EU AI Act. The tech group urges co-legislators to avoid undermining the original risk-based approach by introducing an expansive asymmetric framework to regulate foundation models and general-purpose AI (GPAI).
The organization warns against imposing asymmetric obligations that target a few providers or models regardless of their actual risk or use. CCIA Europe emphasizes that the AI market evolves rapidly with new players and technological leaps, meaning size-based regulations likely become outdated within months or years.
According to the letter, smaller AI models and companies often have the same or higher impact than larger ones depending on how the technology is applied. CCIA Europe states there is simply no evidence linking AI risks to the size of the provider, reinforcing the need for a consistent, use-based approach.
