China Outlines Ambitious AI Penetration Goals in New National Strategy
China issues a comprehensive AI Plus Action Plan targeting massive AI integration across key sectors by 2030. The country pairs these aggressive deployment goals with an evolving regulatory framework addressing data security and ethical concerns.
China establishes itself as a global leader in artificial intelligence through robust investments and a rapidly expanding AI ecosystem. Building on foundations laid in 2006 and 2015, the State Council releases the AI Plus Action Plan in August 2025 to serve as the official blueprint for the country's national AI strategy. This comprehensive plan prioritizes AI deployment across six critical areas, including scientific development, industrial utilization, consumer services, and public welfare.
The new strategy sets highly specific targets for AI adoption within the Chinese economy. China aims to achieve 70% AI penetration in key sectors by 2027 and pushes that figure to 90% by 2030. Ultimately, the government envisions creating a fully AI-powered economy and society by 2035, demonstrating an aggressive commitment to integrating intelligent computing into everyday life.
Alongside these deployment targets, China maintains a maturing regulatory environment that balances technological innovation with strict oversight. Since 2021, the government introduces detailed policies covering algorithms, deepfakes, generative AI, and intellectual property protection. These frameworks ensure that rapid AI advancement aligns with national requirements for data security, privacy, content labeling, and overall AI ethics.
