DDoS Attack Disrupts Norway's Shared Government Digital Services
A large distributed denial-of-service (DDoS) attack disrupts Norway's shared government digital infrastructure, affecting services operated by the Norwegian Digitalization Agency (Digdir) and its operations provider, Vivicta. The attack begins early Monday and leaves several services completely unavailable for short periods, with users experiencing failed connections, slow responses, and long login times. Many systems have since stabilized, though services like ID-porten and eSignering remain partially inaccessible.
Digdir director Frode Danielsen says the investigation shows no indication of a security breach or compromise of personal data. This marks the third DDoS attack against Digdir in recent months, following incidents in June and on August 3. The Norwegian National Security Authority and the Norwegian Data Protection Authority have been notified, and while Norwegian media speculate about possible Russian involvement, there is currently no official attribution.
The disruption extends to services that depend on Digdir but are not directly targeted. Altinn, Norway's central platform for communication between citizens, businesses, and government agencies, warns of login issues, and the tax administration agency Skatteetaten displays a similar notice urging users to try again later.
