Publishers who want to avoid having their content summarized face an impossible choice, as opting out of AI summaries requires opting out of search indexing entirely, resulting in a devastating drop in referral traffic.
The senators contend that these tools force content creators into a rigged market where they must surrender their work as raw material for AI or get cut out of the loop completely.
