This regulation, which is the world's first comprehensive AI law, applies not only to entities within Europe but also reaches companies operating outside the continent, including those in the United States.

The ban specifically targets AI practices that present an unacceptable risk of harm to individuals and their fundamental rights, with eight distinct categories of prohibited AI outlined in the legislation. While some of these restricted categories primarily affect government actors, several of the bans directly impact private industry and require immediate operational changes.

Organizations that fail to comply with these new requirements face severe financial consequences, including fines of up to 35 million euros or seven percent of their global annual turnover from the previous year. Additional compliance deadlines follow a rolling schedule, with the next milestone taking effect in August 2025 when providers of general-purpose AI models must meet strict transparency obligations.
