The proposed rules feature a notably broad definition of AI that includes machine learning, statistical approaches, and other software capable of generating influential outputs. To enforce these standards, the Act mandates AI conformity assessments that evaluate whether systems meet the necessary legal and ethical requirements before reaching the market.
These conformity assessments reveal a significant gap in the current technological landscape, as an effective AI assurance ecosystem does not yet exist. Developing this infrastructure requires substantial international collaboration to scale up assurance services and ensure interoperability across different jurisdictions, ultimately giving citizens and businesses confidence that AI systems operate safely and ethically.
