This comprehensive regulation officially enters into force on August 1, 2024, establishing the world's first major legal framework designed to foster a human-centric and trustworthy AI ecosystem while strictly protecting health, safety, and fundamental rights.
The final text features a revised, technology-neutral definition of an AI system that aligns closely with recent OECD guidelines. Under this updated definition, an AI system is a machine-based system that infers how to generate outputs like predictions, content, or decisions to influence physical or virtual environments, explicitly excluding less complex software and basic rule-based automated systems from its scope.
Rather than applying all rules at once, the AI Act utilizes a staggered transitional period that spans up to 36 months depending on the specific AI application. Bans on prohibited practices take effect after six months, rules governing general-purpose AI models apply after twelve months, and the EU Commission simultaneously launches the AI Pact to encourage and support organizations in achieving early compliance during this rollout phase.
