The European Union implements the world's first comprehensive legal framework for artificial intelligence, known as the AI Act. This landmark regulation establishes a risk-based approach to govern AI developers and deployers across Europe. By categorizing AI systems into different risk levels, the law aims to foster trustworthy technology while positioning Europe as a global leader in AI regulation.
The new rules directly address the unique challenges that AI systems create, particularly regarding transparency and fairness in critical areas like hiring and public benefit applications. To protect citizens, the AI Act completely bans AI practices that pose an unacceptable risk to safety, livelihoods, and human rights. These prohibitions specifically target harmful AI-based manipulation, deception, and the exploitation of vulnerable individuals.
To ensure a smooth transition to this new regulatory environment, the European Commission introduces several supportive measures alongside the legislation. These include the voluntary AI Pact, which encourages early compliance, and a dedicated AI Act Service Desk for implementation support. This regulatory effort is part of a broader package that features the AI Innovation Package and AI Factories to simultaneously guarantee human-centric safety and boost investment in AI across the EU.
