The European Union establishes the world's first comprehensive legal framework for artificial intelligence, known as the AI Act. This groundbreaking regulation aims to foster trustworthy AI across Europe by addressing potential risks and positioning the continent as a global leader in the technology sector. The rules apply specifically to AI developers and deployers based on how they use the technology in practice.

This new framework relies on a risk-based approach that categorizes AI systems into four distinct levels. At the highest tier, the law completely bans AI systems that pose an unacceptable threat to the safety, livelihoods, and fundamental rights of people. These strict prohibitions specifically target harmful practices such as AI-based manipulation, deception, and the exploitation of vulnerable individuals.

To support this regulatory shift, the European Commission introduces several accompanying initiatives to boost safety and innovation. These measures include the AI Pact, which encourages companies to comply with the new rules ahead of schedule, and a dedicated Service Desk to assist with implementation. Additional efforts like the AI Innovation Package and the launch of AI Factories work together to guarantee human-centric AI while strengthening investment and technological development across the EU.
