European Parliament Approves Landmark AI Regulation Negotiating Position
European lawmakers adopt a strict negotiating stance for the AI Act, proposing bans on biometric surveillance, emotion recognition, and predictive policing. The legislation also requires generative AI systems like ChatGPT to clearly disclose AI-generated content.
European Parliament members officially adopt their negotiating position on the Artificial Intelligence Act, paving the way for final discussions with EU member states. The proposed rules aim to ensure that all AI developed and used in Europe aligns with fundamental rights, emphasizing human oversight, safety, privacy, and transparency.
The legislation takes a strict risk-based approach by completely prohibiting AI systems that pose an unacceptable threat to public safety and human rights. MEPs specifically ban real-time remote biometric identification in public spaces, social scoring, predictive policing, and emotion recognition in workplaces and schools.
Additionally, the new rules classify AI systems designed to influence voters in elections as high-risk and mandate strict transparency requirements for generative AI tools like ChatGPT. These systems must clearly disclose to users that the content they are viewing is artificially generated.
