European Union Officially Enacts Sweeping Artificial Intelligence Regulation
The EU's Artificial Intelligence Act establishes a comprehensive legal framework for AI, categorizing systems by risk level and enforcing strict compliance rules. The regulation enters into force in August 2024 with a phased rollout over the next three years.
The European Union implements the Artificial Intelligence Act, a landmark regulation that creates a unified legal framework for AI across its member states. The law officially enters into force on 1 August 2024, but its various provisions roll out gradually over a period of six to thirty-six months to give businesses time to adapt.
Instead of granting individual rights to citizens, this product regulation places specific duties directly on AI providers and professional organizations that utilize AI systems. The rule applies broadly across most economic sectors but explicitly exempts AI developed exclusively for military, national security, research, and non-professional activities.
The Act organizes non-exempt AI applications into four distinct risk categories: unacceptable, high, limited, and minimal. Systems posing unacceptable risks face an outright ban, while high-risk applications must meet strict security, transparency, and quality requirements and pass formal conformity assessments. Limited-risk systems face lighter transparency obligations, and the law also includes a special category dedicated to general-purpose AI models.
