Calibra head David Marcus shares this decision during his testimony before the Senate Banking Committee, noting that while the wallet remains interoperable and allows data portability, this exclusive integration gives Facebook a significant advantage over banks, PayPal, and other potential wallet developers.
Lawmakers voice serious concerns about the risks of Libra, prompting Marcus to assure them that the project complies with all U.S. regulations and will not launch until those concerns are addressed. He explains that the Libra Association chooses Switzerland for its headquarters simply because it hosts international financial groups, and he emphasizes that Facebook operates as just one of 28 association members without special privileges.
Marcus also addresses data privacy by stating Calibra does not directly monetize user data, though it asks for consent if users engage in additional partner financial services. He argues that blockchain technology is inevitable and warns that if the U.S. fails to lead in regulating it, development will shift to countries like China that remain out of reach of U.S. national security oversight.
