India unveils a comprehensive, principle-based AI Governance Framework that enables safe, trusted, and inclusive artificial intelligence innovation across various sectors. Released ahead of the AI Impact Summit 2026, these guidelines adopt a techno-legal approach rather than imposing heavy restrictions to ensure AI adoption supports the nation's broader developmental vision.
The framework emerges as artificial intelligence rapidly transforms governance, business, and social life in critical areas like healthcare, agriculture, and education. It builds upon significant existing technological progress, including the onboarding of over 38,000 GPUs under the IndiaAI Mission, a vast repository of datasets hosted on AIKosh, and the operationalization of more than 40 petaflop supercomputing systems.
Rooted in the philosophy of "AI for All," India's approach combines sovereign capability with open innovation by leveraging public digital infrastructure and affordable compute. Developed by a committee within the Ministry of Electronics and Information Technology, the framework examines existing laws and global developments to provide institutional clarity for responsible AI scaling.
