Oracle and Walmart Secure Tentative Approval for TikTok Global Partnership

The U.S. government grants tentative approval for a landmark deal where Oracle and Walmart acquire a 20% stake in a newly formed, U.S.-based TikTok Global. The agreement mandates that all American user data moves to Oracle's secure cloud infrastructure.

Oracle and Walmart receive tentative approval from the U.S. government to partner on a newly formed entity called TikTok Global. Under the terms of this landmark agreement, the two American companies invest to acquire a 20% stake in the business, which will provide TikTok services to users in the United States and most of the rest of the world. TikTok Global operates as an independent American company with a U.S. headquarters and a board of directors composed mostly of American citizens.

As part of the deal, Oracle serves as the secure cloud provider for the new organization and quickly migrates all American user data to its Generation 2 Cloud data centers. This highly secure infrastructure fully isolates running applications and autonomously responds to security threats, effectively eliminating the risk of foreign espionage or disinformation campaigns targeting American users. All TikTok technology remains in the possession of TikTok Global and complies fully with U.S. laws and privacy regulations.

Walmart brings its extensive omni-channel retail capabilities to the partnership, including its eCommerce marketplace, fulfillment services, and digital advertising tools. The newly structured company plans to create over 25,000 new jobs in the United States and pay more than $5 billion in new tax dollars to the U.S. Treasury. Additionally, the consortium of investors partners with Oracle to launch a new educational initiative to develop and deliver educational content.
