The global AI landscape currently suffers from extreme concentration, as a handful of firms in just a few countries dominate the technology's development. This lack of diversity contrasts sharply with the reality that half of the world's population still lacks a stable internet connection, highlighting a massive digital divide that necessitates immediate intervention.

To address these challenges, UNESCO develops the world's most comprehensive international framework for AI through the broadest global consultation process involving experts and stakeholders. Adopted by acclamation by 193 Member States in November 2021, this landmark Recommendation on the Ethics of Artificial Intelligence aims to maximize technological benefits while minimizing risks to ensure a more inclusive, sustainable, and peaceful world.
